Lack of Transparency: Closed Door Deals

Countries in the ASEAN region do not have a system of disclosure or a transparent system of recording minutes of any meetings the tobacco industry has with government officials or politicians. Coupled with lack of public access to information, this creates opportunities for corruption, which by the same token, is hard to provide documentary evidence for.

In Indonesia, it is believed that government officials have ‘close relations’ with the industry from its generous support for legislative and presidential elections. 

In June 2008, Congressmen from the tobacco-growing region of the Philippines were mobilized by the tobacco industry to oppose the Graphic Health Warning bill at the Technical Working Group meeting under the Lower House Health Committee.
